From 31 March 2026, significant changes are coming to the way car driving tests are booked and managed in the UK. Whether you’re a learner driver or an approved driving instructor (ADI), it’s important to understand these changes so you can plan effectively and avoid last-minute issues.


1. What’s Changing? Only 2 Test Changes Per Booking

Previously, learners and ADIs could make up to 6 changes per driving test booking. From 31 March 2026, this will be reduced to just 2 changes per test.

A “change” can include:

  • Changing the date or time of the test

  • Changing the test centre

  • Swapping a test between two learners

Even if you change more than one thing at the same time (for example, both the date and the test centre), it still counts as one change.

Important: Anyone with a booked test will have 2 changes available, regardless of how many changes they’ve already made.

Why this change matters:

  • Encourages learners to plan ahead and commit to their chosen test date

  • Reduces the administrative burden on test centres

  • Helps ADIs manage their schedules more effectively


2. Intention Behind the Change

While some learners may think the goal is to reduce waiting times, the primary purpose is actually to streamline test bookings and reduce scheduling chaos.

Too many changes can create problems like:

  • Test centre slots being repeatedly reserved and cancelled

  • Instructors’ schedules being disrupted

  • Administrative errors or double bookings

By limiting changes to 2, the system becomes more predictable for both learners and instructors.

Indirect benefit: This may slightly help waiting times, as fewer slots are left unused due to multiple reschedules. However, the number of test slots isn’t increasing, so high demand may still cause waits.


3. Managing Your Availability as an ADI

The new rules also allow ADIs to set their availability:

  • You can block times when you cannot take pupils to their tests

  • Pupils using your ADI personal reference number will only see available slots when booking


Benefits for instructors:

  • Avoid scheduling conflicts

  • Reduce last-minute stress

  • Ensure pupils only book appointments that work with your schedule

This makes your teaching schedule more manageable and reduces the risk of pupils booking tests at inconvenient times.


4. How Learners Can Adapt

To make the most of the new system:

  1. Plan ahead: Pick your preferred test date and stick to it as much as possible.

  2. Book wisely: Consider factors like work, school, and transport before booking.

  3. Communicate with your ADI: Make sure your instructor is aware of your preferred dates and any changes.

  4. Track your changes: Remember you only have 2 allowed, so use them carefully.


5. Tips for ADIs

  • Mark your availability early: Avoid pupils booking tests when you’re unavailable.

  • Communicate the new rules: Ensure learners know about the 2-change limit.

  • Coordinate lessons with test bookings: Schedule practice sessions so learners are ready for their confirmed date.
